Licence Condition
Aim   The aim of Pollution Reduction Program (PRP) 23 is to implement recommendations from the report prepared under PRP 22 - Water Seepage/Groundwater Options Assessment.  The recommendations are for works to minimise seepage of polluted groundwater from the premises to Camp Gully Creek.   1.         Water Monitoring Program i. The licensee must prepare and submit a detailed groundwater and surface water monitoring plan incorporating recommendations outlined in section 8 of the PRP 22 report. The plan must include: a.         Installation of two additional groundwater monitoring wells along the downgradient boundary of the sediment dam. b.         Surface water flow rate monitoring. c.         Quarterly surface and groundwater monitoring. d.         Monitoring of dam water and salinity levels. e.         Weekly seepage monitoring. ii. The monitoring plan must: f.          Specify a detailed implementation timeline. g.         Describe how data will be analysed to assess the effectiveness of the implemented works in reducing groundwater contamination. h.         Define criteria and methodology for determining the need for additional works. Due date:  2 May 2025 Note:  The EPA may add some of these monitoring points to the licence e.g. groundwater monitoring wells.   2.         Sealing Defects in Turkey’s Nest Dam Lining a.         Inspect and repair defects such as cracking, spalling, or other forms of degradation in the Turkey’s Nest Dam lining to restore or maintain the structure's integrity. b.         Submit details of the works undertaken at the Dam. c.         Establish, implement, and submit a procedure to the EPA which incorporates: i.          monitoring to identify leaks and routine lining inspections; and ii.          an associated leak detection and repair program.   Due date: 30 June 2025   3.         Managing Water from Helensburgh Railway Tunnel a.         Install a pipeline to transfer seepage water from the railway tunnel outlet to the end of the (stockpile) clean stormwater diversion channel.     Due date: 30 June 2025 Note: The EPA expects these works will transfer water leaving the tunnel and not alter water levels in the tunnel or drain the water from the tunnel.   4.         Water Monitoring and Program Review The licensee must evaluate the data collected from the monitoring program to assess the effectiveness of the implemented measures under requirements 2 and 3 using the criteria / methodology developed in 1 above. The finding must be documented in a report submitted to the EPA that includes: a.         Results of the monitoring program; b.         Assessment of the effectiveness of the implemented works in reducing saline groundwater seepage into Camp Gully Creek. c.         Analysis of potential further works to reduce saline groundwater seepage into Camp Gully Creek.   Due date: 30 June 2026
