Licence Condition
The Licensee must design and implement a system of 20 December 2024. The system must be designed, constructed and installed by an appropriately qualified and experienced person. The project is to be commenced in stages. 1. Stage One - Design and Concentration Limits The Licensee must provide the EPA with a report for approval that has been produced by an appropriately qualified and experienced person by 20 December 2021 that details: a) configuration options for treatment system upgrades to achieve different treatment levels, options to stage treatment upgrades, where necessary (eg: algae) to avoid over capitalisation and site layout plant showing the preferred Stage 1 works; b) the estimated phosphorus, nitrogen and total suspended solid concentrations that the system can achieve at 80% and 100% of the time related to the dose of chemicals (if chemicals are used) used for the range of flows experienced at the STP; c) the estimated additional sludge and/or waste volume that will be produced by the upgrade and its likely classification under the EPA's Waste Classification and Biosolids Guidelines; d) the waste management plans for the additional waste volumes; e) any limitations and recommendations; and f) estimated cost and schedule for design and construction of the upgrade, and subsequent stages. 2. State Two - Concept Design and Construction Documentation The Licensee shall prepare Design and Construction documentation, including concept design, as per completed Stage 1, together with associated environmental assessment and approvals. The Licensee will provide this documentation to the EPA and other agencies for review by 20 December 2022. 3. Stage Three - Detailed Design and Construction Note: At a meeting of stakeholders on 11 May 2021 at target concentration of 1mg/L of phosphorus in treated effluent was agreed in principal for the design of the STP and the sludge management. Upon receipt and review of the Design Report intends to add construction of the STP Upgrade, review the monitoring requirements and reducing the concentration limits and load limits. The Licensee will arrange for tender of Stage 2 documents to deliver the agreed concentration and load limits. The Licensee will construct the STP upgrades by 20 December 2024. 4. Stage Four - Future Upgrades The EPA may apply additional conditions in the future which are expected to be based on the performance of the above upgrades.
