Licence Condition
The objective of this Pollution Reduction Program (PRP) is to implement measures to minimise or prevent offensive odour emissions from Bombo STP. The EPA may utilise the information provided under this PRP to include additional conditions in this EPL. This PRP refers to the following documents:         •“Option approval business case - Bombo WRRF Odour and Corrosion Mitigation”, prepared by         Sydney Water Corporation, February 2023 (the Approved Options Business Case)         •“Bombo Water Resource Recovery Facility Odour Impact Assessment Report – April 2022”         prepared by Stantec, April 2022 (The Odour Impact Assessment Report)
Implementation of odour mitigation works By no later than 31 December 2024, the licensee must complete the following odour mitigation works identified in the Approved Options Business Case: a) The licensee must install and commence operation of a passive carbon filter at the grit lift vent to address odour at the inlet works at Bombo STP b) The licensee must install and commence operation of a magnesium hydroxide dosing unit to address odour at the sludge lagoons at Bombo STP
Notification of completion of odour mitigation works Within one month of the completion of each of the odour mitigation works outlined in condition U2.2, the licensee must: a) Notify the EPA of the completion of the works; and b) Outline to the EPA any appropriate metrics to show the successful commissioning requirements of the odour mitigation works completed.
Odour Evaluation program Following the completion of the odour mitigation works implemented under condition U2.2 of this PRP until 31 December 2026, the licensee must implement an Odour Evaluation Program for the purpose of evaluating odour impacts from Bombo STP and the effectiveness of the odour mitigation works implemented under condition U2.2 of this PRP. This must include, but need not be limited to: a) Providing an odour monitoring and evaluation program plan to the EPA by no later than 1 August 2023 and updating this program to incorporate any feedback provided by the EPA. This odour monitoring and evaluation program plan must include an assessment of odour impacts from sludge lagoon dewatering periods at Bombo STP.  b) Monitoring of changes in odour emissions after each odour reduction measure is implemented, including comparison with the results of the Odour Impact Assessment Report.  c) Evaluation of the number and nature of community odour survey responses received by the licensee for Bombo STP in the period from the completion of the odour mitigation works implemented under condition U2.2 of this PRP until 31 December 2026, in accordance with the methods identified in section 5.6 of the Odour Impact Assessment Report.
Odour Evaluation Report The licensee must provide three separate Odour Evaluation Reports on the evaluation program under U2.4, addressing the effectiveness of:  a) the passive carbon filter at the grit lift vent (for submission by 1 May 2025) b) a partially dosed sludge lagoon with magnesium hydroxide (for submission by 30 June 2026) c) a fully dosed sludge lagoon with magnesium hydroxide (for submission by 31 March 2027) The final report must include the totality of measures under this PRP in minimising or preventing odour emissions and offsite odour impacts from Bombo STP and associated study area from the completion of the odour mitigation works implemented under condition U2.2 of this PRP until 31 December 2026. The evaluation should consider the level of compliance risk, including any areas of uncertainty and the basis that this determination was made.  The licensee must submit to the EPA an interim report that includes an analysis of the sampling results undertaken 6 months post installation of the magnesium hydroxide unit as referred to in the Draft Monitoring Evaluation Plan submitted by the licensee. This report must be submitted to the EPA no later than 31 July 2025.
