Title: Implementation of Groundwater Mitigation Strategy

Licence Condition
The licensee must implement an interim groundwater management strategy and investigate longer term strategies and/or works to prevent the uncontrolled discharge of groundwater from the premises as identified in the report titled “Great Greta Colliery Site Groundwater Management Strategy” (prepared by Umwelt Environmental Consultants) (the Report) submitted to the Environment Protection Authority (EPA) on 27 July 2012.
Interim Strategies   These strategies and/or works must be implemented by 28 February 2013 and include but not be limited to the following: Dewatering of the underground mine; Increasing on-site water storage capacity; and Groundwater monitoring and inspections to determine the effectiveness of all interim strategies in preventing the uncontrolled discharge of groundwater from the premises.
Long Term Strategies Long term strategies and/or works to ensure that groundwater from the mine workings on the premises is managed in an environmentally satisfactory manner must be investigated and include but not be limited to: Works and/or strategies to reduce the infiltration of surface water into the underground workings; Evaluating the need for long term passive acid rock drainage management systems as detailed in the Report; and A geotechnical assessment of the highwall and recommendations for works to ensure the long term stability and security of the highwall.
By 28 February 2013, the licensee must provide a Report to the Regional Manager - Hunter at PO Box 488G, Newcastle 2300.  The report must include but not be limited to: Details of and progress towards implementing the works required by conditions U1.2 and U1.3. Details of any changes made to the scope or timetable for implementation of the interim groundwater management strategies; Recommendations for long term strategies and/or works to ensure that groundwater from the mine workings on the premises is managed in an environmentally satisfactory manner and a timetable for the implementation of these works/strategies and a timetable for the surrender of the licence; Outcomes of monitoring undertaken to demonstrate the effectiveness of the strategies and/or works undertaken to prevent the uncontrolled discharge of groundwater from the premises; and Any other information that will assist the EPA's assessment of the strategies and/or works proposed or already implemented to prevent the uncontrolled discharge of groundwater from mine workings and a review of the licence conditions.
By 28 February 2013, the licensee must provide a copy of the “Groundwater Management Strategy” required by the Division of Resources and Energy to the Regional Manager - Hunter at PO Box 488G, Newcastle 2300.
The “Groundwater Management Strategy” may be used as the Interim Report but must address each of the requirements of condition U1.4.
